e-Devlet for Foreigners: Password, 2026 Fees and Key Services

How foreigners in Turkey get an e-Devlet password in 2026: who qualifies, documents, official PTT fees, login options, key services and common problems.

e-Devlet for Foreigners: Password, 2026 Fees and Key Services

e-Devlet (e-Devlet Kapısı) is Turkey's official e-government portal at turkiye.gov.tr. Foreigners who hold a foreigner identification number (Yabancı Kimlik Numarası) and are at least 15 years old can get a password for it. This 11-digit number usually starts with 99. You must collect your first password in person, with your residence card, from a Turkish post office (PTT) or a Türksat Kablo office. According to e-Devlet's own FAQ page in November 2026, the first password costs 5 lira and each later password costs 20 lira. If you have a Turkish bank account with internet banking, you can log in without a password.

Most Persian guides on this topic were written several years ago and still quote the old 2 lira fee. In this guide we have updated the eligibility rules, documents, fees and steps from e-Devlet's official pages. We have also listed the services an Iranian living in Turkey really needs, with solutions to the most common problems.

What is e-Devlet and what do foreigners use it for?

e-Devlet is a single portal that brings together the services of many Turkish government offices. With one login you can reach the population registry, the land registry, the Social Security Institution (SGK), the tax office and many other institutions. According to the site itself, its services fall into several groups:

  • inquiries, such as checking records and debts
  • applications and registrations
  • issuing official documents
  • payments
  • notifications and subscriptions

For a foreign resident, its most important uses are getting an address document, checking a title deed, getting a criminal record certificate and following insurance and tax matters. Without e-Devlet, many of these tasks mean queues and appointments.

Since June 2019, according to the immigration law firm BAL, Turkey's population registry no longer issues address confirmations in person for foreigners' residence renewals. That is why e-Devlet has gone from an option to a necessity for foreigners.

Who can get an e-Devlet password?

According to e-Devlet's FAQ page, foreigners who hold a foreigner identification number issued by the Turkish authorities can get a password. Mavi Kart (Blue Card) holders can as well. The minimum age is 15.

If you do not have a residence permit yet, you need to get one first. The steps are in our Turkey tourist residence permit guide 2026.

Where do I find my 99 number?

According to e-Devlet's page for non-citizens, foreigners who live in Turkey for at least 6 months, for any purpose, receive a foreigner identification number. It is usually printed on the residence card. If you cannot find it, search the population registry site (tckimlik.nvi.gov.tr) with your residence permit number or your personal details.

If the search returns nothing, a number may not have been registered for you yet. In that case, follow up with the office that issued your residence permit.

How to get an e-Devlet password at PTT: step by step

  1. Have your 99 number ready. Check it on your residence card or get it from the population registry site.
  2. Take your documents: a valid residence card, your passport and a phone with a Turkish SIM card. If you brought your phone from abroad, register it first. The details are in our guide to registering a phone and SIM card in Turkey.
  3. Go to a PTT branch or a Türksat Kablo office. This is done in person and you must go yourself, unless you use a power of attorney (see common problems).
  4. Tell the clerk: «e-Devlet şifresi almak istiyorum», which means «I would like to get an e-Devlet password».
  5. Pay the fee. The first password costs 5 lira.
  6. Receive your temporary password. It is only for your first login.
  7. Go to turkiye.gov.tr. Click Giriş Yap and enter your 99 number and the temporary password.
  8. Create a new password. The system takes you to the password change page automatically.
  9. Add your mobile number and email to your profile. This makes later logins and security messages easier.

e-Devlet recommends mixing upper and lower case letters, digits and symbols in your password. Avoid your date of birth, your ID number and sequences such as 1234. It also recommends changing your password every three months.

Ways to log in to e-Devlet

e-Devlet has five login methods. For foreigners, the first two are the most useful:

  • An e-Devlet password with your 99 number
  • Internet banking with partner banks. If you have an account in Turkey, choose İnternet Bankacılığı on the login page. Our guide to opening a bank account in Turkey explains how to open one.
  • An electronic signature (e-İmza), which works with a smart card and a card reader
  • A mobile signature (Mobil İmza), obtained from your mobile operator
  • A Turkish ID card (T.C. Kimlik Kartı) with a card reader, which is for Turkish citizens

There is also an e-Devlet app for Android and iOS. According to ikamet.com, the English version of the site and the app is limited and most services are in Turkish only. Knowing a few Turkish words makes things much easier.

Address document

The official name of this service is «Yerleşim Yeri (İkametgâh) ve Diğer Adres Belgesi Sorgulama», provided under the General Directorate of Population and Citizenship Affairs (NVİ). It is the document you usually need for a residence renewal. ikamet.com advises downloading the PDF rather than taking a screenshot. The same source reports that it is valid for one month.

If your address changes, the migration office says you must report the new address within 20 working days. For the renewal rules, see our Turkey residence permit renewal guide 2026.

Title deeds and taxes

The «Tapu Bilgileri Sorgulama» service of the General Directorate of Land Registry and Cadastre (TKGM) shows the properties registered in your name. For anyone who has bought property in Turkey, it is the simplest way to confirm the deed is registered. If you plan to buy, estimate the title deed transfer costs and fees with our Turkey property buying costs calculator.

If you rent out a property, filing and paying tax also connects to the tax office's system through this route. The details are in our article on rental income tax in Turkey 2026. For tax matters you also need a tax number.

What you cannot do on e-Devlet

First residence applications, renewals and transfers are not filed on e-Devlet. They are done on the separate e-İkamet system of the Presidency of Migration Management (e-ikamet.goc.gov.tr). e-Devlet only provides documents for your file, such as your address document.

Common e-Devlet problems and how to solve them

I forgot my password

The Şifremi Unuttum option does not work for foreigners. e-Devlet's FAQ page states clearly that foreign users cannot use the online password reset. You have two options:

  • Log in with internet banking or an e-signature and create a new password for free on the Şifremi Değiştir page.
  • Go back to PTT or Türksat Kablo and get a new password for 20 lira.

I am outside Turkey

According to the e-Devlet site, you can get a password for free from a Turkish embassy or consulate. Some consulates, such as the Turkish consulate in Sydney, require an appointment through konsolosluk.gov.tr.

I cannot go in person

e-Devlet accepts collection by power of attorney, provided the document explicitly grants the authority to obtain the password. The representative must bring the original power of attorney and their own valid ID. We explain powers of attorney in buying property in Turkey with a power of attorney.

My 99 number cannot be found in the system

If your residence permit has just been issued, the number may not yet be registered in the population system. Without it, PTT cannot issue a password. Ask the office that issued your residence permit about the status.

Account security

Your e-Devlet password is the key to your banking, property and insurance records. Never give it to an intermediary. If you think someone has accessed your account, change your password to a stronger one straight away, as e-Devlet advises.
