Why Turkey Residence Permits Get Rejected: 9 Reasons

· Updated:

Learn why Turkey residence permits get rejected, from closed neighborhoods and weak documents to insurance and finances, and how to avoid it.

Why Turkey Residence Permits Get Rejected: 9 Reasons

The reasons a Turkey residence permit is rejected usually fall into a few clear groups: an address in a neighborhood that is closed to foreigner registration, incomplete or inconsistent documents, insurance that does not cover the whole stay, an unclear purpose of stay, and a property that does not meet the requirements for a property-based permit. The Directorate of Migration Management (Göç İdaresi) states the reason for rejection in writing for every file, so the first thing to do after a rejection is read that notice. In this article you will find each reason together with how to prevent it.

1. Address in a Closed Neighborhood (Mahalle)

The Migration Management authority has closed neighborhoods where the foreign population exceeds 20 percent of the Turkish citizen population to new address registration for foreigners. According to the authority's announcement with data from 1 July 2022, 1,169 neighborhoods in 63 provinces had been closed, 54 of them in Istanbul. The same announcement says 10 Istanbul districts are closed to new residence permit applications: Fatih, Esenyurt, Avcılar, Bahçelievler, Başakşehir, Bağcılar, Esenler, Küçükçekmece, Sultangazi and Zeytinburnu.

This list may have changed, and we could not confirm a newer official figure. So ask about the status of the specific neighborhood every time before you sign a lease or a purchase contract. An official lease or a title deed does not make an address in a closed neighborhood registrable. More detail is in Why were some Istanbul areas closed to residence permits? and Best Istanbul areas for getting a residence permit.

2. Incomplete or Inconsistent Documents

The most common cause of rejection is a problem with the file, not the officer's preference. Some points that are often overlooked:

  • The passport must be valid for at least 60 days beyond the requested permit period.
  • Foreign documents need an official translation and attestation or apostille.
  • If a document is missing, the authority may give up to 30 days to complete it. If it is not completed in that period, the application may be set aside.
  • The name and passport details must be exactly the same on all forms.

The result of a complete application is announced within 90 days at most, and the applicant is informed if this period is extended.

3. Unsuitable Health Insurance

The insurance must cover the entire stay you are applying for. Insurance for one year on a two-year application, or insurance whose start date does not match the application date, is a common reason for objections. Buy the insurance after you have decided the length of the permit, not before.

4. Unclear Purpose or Wrong Permit Type

The documents in the file must show the same purpose you wrote on the form. Someone who applies for a "property permit" without a residential title deed, or who submits no travel and accommodation documents for a tourist permit, will run into objections. It is better to choose the permit type according to your real purpose, not the easiest option.

The tourist residence permit is the one most exposed to rejection. According to reports from Turkish law firms, before the 2022 circular this type was granted to almost everyone, but now applications from many nationalities are often rejected. This view comes from unofficial sources, so contact an advisor for the current conditions. The maximum duration of a tourist permit is two years, and a renewal application is filed 60 days before expiry through the e-ikamet system.

5. Financial Means and Income

There are many rumors on this point. One Turkish law firm stresses that fixed figures such as a ten-thousand-dollar balance or five hundred dollars a month are incorrect information. In practice the Migration Management authority usually accepts the applicant's declaration unless it asks for more documents. In that case it accepts bank statements, a pension, rental income or company income. What matters is that your documents are consistent with your lifestyle and the requested length of stay, and that they can be traced.

6. Property Below the Minimum or Non-Residential

Buying a property does not by itself give you a residence permit. The following conditions are reported for a short-term property-based permit:

  • The property must be residential and used for living. Land, shops and commercial property do not qualify.
  • From 16 October 2023 the minimum property value became $200,000 for all cities. Before that it was $75,000 in metropolitan cities and $50,000 in other cities.
  • A spouse and minor or dependent children can receive a permit together with the applicant if the ownership is joint.
  • The permit is issued for a maximum of one year at a time.

Sources are not consistent on the valuation basis. Some of them take the price registered in the title deed and the central bank's foreign exchange selling rate on the registration day as the basis. So before buying, check with an advisor how your property relates to the basis in force. Estimate the additional purchase costs with the Turkey property buying cost calculator. The full conditions are in Turkey property buying rules 2026 and Family residence permit through property purchase.

7. Sham Lease or Address

A lease that does not match reality, for example a very low rent, a landlord who has registered several foreigners at one address, or an invalid address, can push the file toward rejection. Sign an official contract and register the address where you really live.

8. Entry and Exit Record and Unlawful Stay

Overstaying, irregular exits and an earlier violation remain on your record. Likewise, if someone has an entry ban code or a deportation order registered, the file is examined separately. Before applying, review your entry and exit record, and if you are in doubt, ask an immigration lawyer.

9. False Statement

If the information on the form does not match the documents, or a document is forged or altered, the result is not only rejection of the application. An already issued permit may also be cancelled and deportation proceedings may begin. In any doubtful case, write the true information and explain it.

Deadlines After a Rejection

Under Article 25 of the Law on Foreigners and International Protection (No. 6458), a rejection, cancellation or non-renewal of a residence permit must be notified in writing to the applicant or their lawyer, and the routes of appeal must be included. Count these deadlines from the date of notification.

SubjectDeadline or ruleNote
Lawsuit at the administrative court60 days from notification (Administrative Procedure Law, No. 2577)An administrative objection before going to court is not mandatory
Leaving after a rejected renewal10 days (Article 54 of Law 6458)If you do not leave, there is a risk of a deportation order
Leaving after a rejected first applicationNo fixed deadline stated in the sourcesVisa and legal stay status are examined separately
Effect of the lawsuitDoes not automatically stop deportationA stay of execution must be requested separately

Secondary sources (law firms) report these deadlines, and we did not check the official text of the articles directly. So determine the real deadline only from the notification and with a lawyer. The steps after a rejection are explained in What to do if your Turkey residence permit is rejected. For renewal conditions, see also Turkey residence permit renewal 2026.

Frequently Asked Questions

Can I apply again after a rejection?

Sometimes yes, provided you have fixed the reason for the rejection. Applying again with the same documents and the same address usually does not give a different result. First check the rejection notice and your legal status for staying in Turkey.

Does a residence permit rejection lead to an entry ban?

A rejection alone is not an entry ban. But if you stay in Turkey beyond the deadline after a rejection, fines and an entry ban come into question. The length and amount depend on the file.

Does buying a property guarantee a residence permit?

No. A residential property worth at least $200,000 is a necessary condition, but not a sufficient one. Your address, insurance, documents and record are also examined.

How long do I have to appeal a rejection?

For a lawsuit at the administrative court, 60 days from the date of notification is reported. An administrative objection is not mandatory, but determine the deadlines only from the notification and with a lawyer.

Is rejection of a tourist residence permit common?

According to reports from Turkish law firms, yes, and the tourist permit is among the types most often rejected. If your goal is to live in Turkey long term, look at another permit type such as a property-based or family permit.
